Andrew Cannon is the Supervising Magistrate of the South Australian Magistrates Court (Civil Divisions) and the Senior Mining Warden for South Australia. With assistance he drafted Magistrates Court (Civil) Rules 1992. Under his leadership the Court has adopted innovative policies for civil litigation, including multi lingual information to litigants, ADR, court appointed experts, fixed rate cost scales and the prelodgement scheme. Recently he has participated in the introduction of e-filing initiatives and has developed a policy for electronic access to court databases. He is currently working on improvements to fact finding processes and debt collecting procedures in the Court.
He has published various books and articles on legal practice and court policy and. In 1999 he undertook a SA Law Foundation Fellowship study tour of Germany, the Netherlands, Belfast and Paris to investigate “The Proper Role of Lower Courts in Dispute Resolution”. In 2001 he graduated as a Doctor of Philosophy. His thesis was on the topic “Some desirable features of lower court systems to verify and enforce civil obligations”.
He runs education programs for Magistrates and is an adjunct Associate Professor at Flinders University School of Law. He was an initiator of a major national ARC Linkage project, “The Changing Role of the Magistrates Court”.
Andrew is a member of the National Council, the Project and Research Committee and is the Chairman of the Local Chapter of the Australian Institute of Judicial Administration. He established Falie Project Ltd, which organised the restoration and use of the historic community sailing ship Falie, and has been on the Board running the project since 1982.
